Technology Transfer
The Phillips Research Site emphasizes technology transfer – the sharing or transferring of information, data, hardware, personnel, services, facilities or other scientific resources for the benefit of the private or public sector. Congress passed specific legislation encouraging technology transfer in 1980, and has continued to strengthen this program. Many of the Laboratory’s technology developments are by their very nature applicable to both the military and the commercial world – they are "dual use."
The Technology Transfer Office uses a multitude of ways to accomplish the transfer of technologies to the private or public sector and to work with the Air Force, especially Cooperative Research and Development Agreements, Education Partnership agreements, Patent License Agreements, Partnership Intermediaries Agreements and Commercial Test Agreements. For specific descriptions of these and other mechanisms, please call 505-846-6377 or email: AFRL/Tech.Transfer@kirtland.af.mil.

The Phillips Technology Institute
The vision of the Phillips Technology Institute is two-fold: to provide an innovative collaborative enterprise and to provide workforce development.
PTi's innovative collaborative enterprise is a physical, virtual and business environment for innovative collaborations with academia, industry and government through a Collaboration Center and Innovative Investments in Technology Transfer mechanisms, the Small Business Innovative Research program and other cooperative programs.
PTi's 4000-square-foot Collaboration Center provides a site to support both physical and virtual face-to-face interactions among researchers from various government, industry and academia backgrounds.
The Center can accommodate various sizes and numbers of groups, ranging from 10 to 200 participants, with separate conference rooms for conducting meetings, conferences and workshops, for lengths of time from days to months.
PTi's workforce development program strives to create a pool of well-qualified employment candidates for the collaborative enterprise and continuing development opportunities for the existing AFRL workforce through an educational pipeline and academic environment.
The Space Vehicles Directorate's Technology and Education Outreach Branch provides intellectual, manpower and physical plant support for PTi's efforts. For more information, please call 505-853-7676.
